I just got an evolution with a 4800 and 6300 bag. Both have a buckle and strap sewn on the outside near center. What's there function. Great pack by the way.

Over the top strap if you are not using a Talon (which has an Over The Top Strap)

Gonna hijack this topic, but since we're talking about buckles and straps... what is the width on the hip belt strap? I have a cobra buckle laying around that I might want to use if I end up ordering a Unaweep or Evo

1.5 , we have an option now for Cobra at purchase as well

Cobra is heavier , but bomber and a great fail safe for arguably the most important suspension component

What buckle is easiest to open ? My wifi got problem with hers fingers.

The cobra is easiest. It uses a pair of rolling cams to hold the buckle halves together. You don't have to squeeze the buckle to release it, you just sort of roll the tabs on the cams. It's really different than your standard buckle and so hard to explain, but it works very well.
