The pipe sits around the damper. Bring a pipe ring down to hold it sort tight. The pipe can be sharp, but once it has been burned in once or twice, it stays much more round and reduces the chance to create a cutting surface.
In high winds, the pipe will rattle around a bit, and I have never experienced an issue, but as winds get high I sort of double check everything (that the pipe is pretty secure, tent stakes are well anchored etc). Honestly, the worst problem I have seen was user based clumsy ness while winter camping, nothing bad happened, but it could have.
