Hi Shewie,
Did you ever receive a response on first part of that question? It's a good one, and I've been curious about that as well. Perhaps it was answered somewhere else on here previously and I missed it.

This is how mine works not sure if its the right way.
The stove pipe should fit inside the damper ring, that way soot falls into the stove and not on the outside of the stove.
By baffle do you mean the damper? my damper wont spin 360 either, it will close and open like a damper should.
The spark arrester just slides in the bottom, there is a grove that it sits in.
Not sure about the carbon pole question, mine must be a little different.

Sorry if I messed this, my apologies.
Stove pipe goes over the damper. Generally, I set a pipe ring a couple feet from the bottom, slide the damper in the pipe and then slide a pipe ring down to tighten it up.
Allow section at the bottom of the CF pole
